Chris Collins, vice president and director of public policy for amfAR, The Foundation for AIDS Research,  reacts to the announcement that the Obama administration to cut the President’s Emergency Plan for AIDS Relief (PEPFAR) by 11% in the FY2013 budget. Collins gives 6 reasons why PEPFAR should not be cut: 1.
